Mascot Design Solicitation Scheme for the 16th Asian Games


The 16th Asian Games will be held in Guangzhou in 2010. As a grand international multi-sports event hosted by China succeeding the Beijing 2008 Olympic Games, the 16th Asian Games is in the limelight of the country and the whole world. In order to select the mascot designs for the 16th Asian Games (hereinafter referred to as “Mascot”), approved by the Guangzhou Asian Games Organizing Committee (hereinafter referred to as “GAGOC”), Mascot Design Solicitation Scheme for the 16th Asian Games is now launched to the public at home and abroad in the name of GAGOC.

1. Subject
The Mascot Design for the 16th Asian Games.

2. General Requirements for the Designs
Participants in the competition should note that each bidding work must consist with below requirements:
(1) The bidding work should fully reflect the vision of Thrilling Games, Harmonious Asia for the 16th Asian Games, convey the Olympic Spirit, and embody the characteristics of the profound Chinese culture and the unique charm of Lingnan Culture.
(2) The bidding work should be originally designed with meaningful interpretation, innovative ideas and bright colors; they should be novel, modern and aesthetically sensitive, people-oriented and friendly so that they could be widely accepted by people of different cultural background, genders and age.
(3) The bidding work should be easy to produce and possess inherent commercial value. They should possess the ability to be represented and recreated technically in both two and three dimensions across all varieties of media.

3. Requirements for the Submission of Bidding Works
Participants in the competition should be aware of the following requirements when submitting their entries.
(1) A complete bidding work should include the Mascot graphic draft(s), three-dimensional drawing(s), title, originality description, and a CD-R.
(2) The bidding work should include both the color version, the black & white version of the designs, printed and mounted on A4 size hardboard respectively. Any bidding work of Mascot designs, if composed of a group of cartoon images (two or more cartoon images, not including the various designs of one image, similarly hereafter), should collect all the cartoon images as one bidding work, be printed and mounted on an A4 size hardboard.
(3) The bidding work should be submitted with a three-dimensional drawing of the mascot design (front, front-oblique and back view) printed on A4 size paper (without mounting) as appendix. If the Mascot is composed of a group of cartoon images, then the designs of each image should have a separate three-dimensional drawing.
(4) Each Mascot should have a special, brief and impressive title marked in the central bottom of the design in both Chinese and English. If the mascot is composed of a group of cartoon images, each image should have an individual title.
(5) The bidding work should submit a description on the originality of the design to illustrate the rationale of ideas, the originality and the connotation of the titles. The description of originality should be printed on A4 size paper and glued to the back of the mounted color version hardness plank.
(6) The bidding work should be submitted with a CD-R with all the document files in word format and graphic files in the format of 300dpi JPG.
(7) Participant should fill out and submit an Application Form for the Mascot Design Solicitation Scheme for the 16th Asian Games (hereinafter referred to as Application Form) and a Commitment Letter for the Mascot Design Solicitation Scheme for the 16th Asian Games (hereinafter referred to as Commitment Letter), both signed and/or affixed with stamp. The Application Form and Commitment Letter can be downloaded from the official website of GAGOC (www. gz2010asiangames.org).
(8) Each Participant should submit one photocopy of the identification document.
(9) The bidding work of mascot design and each of all the other relevant documents should be submitted in one copy.

4. Instructions for the Participants
(1) The bidding work submitted to the GAGOC must be originally and independently designed by the participant in accordance with the Scheme. The bidding work must have never, either by himself or by authorizing to any third party (including legal person, natural person and/or organizations), in any way, published and/or exploited the bidding work at whatever time or place.
(2) The bidding work should be apparently distinct from the official Mascot of any of the previous Olympic Games or Asian Games or any other major worldwide or national sports events.
(3) The bidding work should not be the same as, or similar to, any designs published in public, and should not infringe on the intellectual property rights of any third party.
(4) The bidding work should not contain any elements allegedly expressing nationality discrimination, national discrimination, ethical or religious discrimination, or otherwise in conflict with the morality and prevailing customs of any society.
(5) The bidding work and all the elements applied in designing the Mascot should not infringe upon the relevant laws and regulations of the People’s Republic of China. In the event of any such acts of infringement, the participant is able and willing to take full responsibility for all the consequences arising there from, including but not necessarily limited to civil liability, criminal liability and administrative liability, as well as the liability for compensating for any direct and/or indirect economic losses incurred.
(6) The bidding work should be in either Chinese or English, or both languages. Should there be any discrepancy between the two language versions, the Chinese version shall prevail.
(7) Any identification information concerning the participant should be filled in the Application Form as required and should not be shown on the bidding work.
(8) Participant should be responsible for the authenticity of the design of the bidding work and all the relevant documents submitted.
(9) All the bidding works will not be returned to the Participants. Participant is suggested to reserve the manuscript accordingly.
(10) The qualification of the participant for the competition will be cancelled provided that the bidding work of design and relevant materials submitted do not accord with the Mascot Design Solicitation Scheme.
(11) The information filled in the Commitment Letter should not be revised; otherwise, the participant’s qualification for the competition will be cancelled.
(12) Participant is responsible for his/her costs occurred when participating in the Mascot Design Solicitation.

5. Qualification of the Participants
(1) Any legal person, natural person and/or organizations, who love, support and care about sports, engaged or interested in designing, with relevant expertise and qualification, are welcomed to participate in the Mascot Design Solicitation.
(2) Any legal person, natural person and/or organizations who participate in the organizing and assessing of this Mascot Design Solicitation should have no qualification for the competition.
(3) GAGOC reserves the rights to examine the qualification of the participants. Should any false statement including in the documents submitted or any infringement upon the relevant requirements of the Scheme, GAGOC is entitled to cancel the qualification of the participants at any stage of the Mascot Design Solicitation.

6. Assessment and Selection of the Entries
(1) GAGOC will set up an Appraisal Committee of experts to assess all the bidding works. On the basis of scrutiny and full discussion, the bidding works will go through preliminary, secondary and final selection by the Committee. The bidding works of final selection will be submitted to GAGOC for final approval and the result will be released to the public. The whole process of collecting and selecting the Mascot designs will come under the supervision of notary authorities.
(2) GAGOC is entitled to determine whether to use the final designs, and reserves the right to modify and recreate the Mascot designs.
7. Prize for the Selected Bidding Works of Mascot Designs
(1) The participants of the top 10 bidding works of the final selection will be respectively awarded a certificate and a financial prize of RMB 10,000.
(2) The Participant, whose Mascot design is approved and designated as the Official Mascot of the 16th Asian Games, will be awarded a certificate and a financial prize of RMB 200,000.
(3) The awarded participants should pay taxes for the aforesaid prize being given, according to the laws and regulations of relevant countries and regions.
8. Property Rights of the Bidding Works of Mascot Designs
(1) The participant should acknowledge that the bidding work of design is a work created in the course of employment by GAGOC, whose copyright should be exclusively owned by GAGOC. GAGOC is entitled to all the copyrights (except the right of authorship) of the bidding works under the Copyright Law of the People’s Republic of China.
(2) GAGOC is entitled to, in any way and for good, exploit the bidding works of design. Unless with the prior approval of GAGOC, any other party including the participant is prohibited to exploit the bidding work of design.
(3) GAGOC is able to, without the prior approval of the participants; make any alterations to the bidding works.
(4) All the intellectual property rights (including but not limited to copyrights, trademark rights, patent rights etc.,), arising in any way from the course of exploiting the designs, shall be owned by GAGOC.
(5) Except the rights to demand relevant reward in accordance with the Scheme, the Participant hereby waives any right whatsoever on the bidding work.
(6) The participant is not entitled to share any profits or other interests from the utilization of the bidding work in any way and at any time.
9. Other Regulations
(1) The Scheme and relevant documents are issued to the public in both Chinese and English at the same time. Should there be any discrepancy between the two language versions, the Chinese version shall prevail.
(2) All disputes and explanations arising from the Scheme should be in accordance with the laws of the People’s Republic of China.
(3) As an offer, any submission of bidding wroks and relevant documents to GAGOC in due time in line with the Scheme will be taken as acceptance of the Scheme.
(4) GAGOC is entitled to the right of final interpretation for the Scheme.

10. Deadline, Address for Submission and the Release of Result
Participant should submit the bidding works to GAGOC by courier or by postal mail service on/before June 30, 2007 (postal date will be regarded as the official date of receipt). Please mark Mascot Design Solicitation Scheme for the 16th Asian Games on the cover of the mail. The solicitation result will be unveiled and released in July, 2007.
